History of BCS

Bill and Diane Carr established Bill Carr Surveys in their Huntington Beach garage in 1987. From the beginning, Bill set his company apart from conventional survey firms by embracing unique projects and clientele. Preferring structural steel, amusement parks, and maritime construction to conventional boundary surveys and subdivision work, Bill thrived by developing inventive solutions to complex survey endeavors. “I wanted a little more adventure,” Bill recalled. When asked what was the greatest part, Bill would reply: “The great part was, the clients basically developed me.”

At Bill Carr Surveys (BCS), we are dedicated to our professional development within the ever-changing dynamics of the survey world. In order to maintain our core proficiencies and develop new skills, BCS has implemented an internal development and training program with a heavy emphasis on our niche specialties of high rise, structural steel, and marine construction surveys. The program provides our surveyors with an interactive setting which enables them to share their knowledge and experience with one another while fostering team building and comradery.

I have been a Senior Superintendent for 30 years with Hathaway Dinwiddie and have had considerable experience with their teams. I have worked closely with Jeff Clark, Richard Horn, and many of their party chiefs. They have serviced many successful projects with us.

Together we have worked on several scopes including shoring, foundations, cast in place, steel structures, sitework, and B-permit packages. From demo limits to height surveys their service has been prompt. My experience with Richard Horn includes several high-rise steel structures in and around Orange County and Los Angeles. On these projects we produced a plan including floor-by-floor deliverables with tolerances, grid, and labeling requirements, and built exhibits expectations were all made clear. We were able to complete those projects to all trades satisfaction and not exceed contract amounts. Jeff Clarks survey knowledge and ability to produce many configurations of data spread sheets has been excellent. On multiple occasions, he has acted quickly to satisfy our owners needs or expectations.

On the Lucas Museum project with Richard Horn, we were all tested with complex shapes, difficult access, and very tight tolerances. Working with Herrick and several other trades, we were able to erect and cast out the decks with several new monitoring technics. This process helped us to continually monitor movement within the structure for the full load out of construction.
